Over the next three years, MLA's, potential Candidates, Official Agents, Charities, and the Public should be educated regarding the potential of this methodology.

• The GNWT Department of Justice and Elections NWT should endorse this concept so there is no question regards legality.

• Charities should support a website through which people can contribute.
          • Contributors would choose which Candidate they wish to support.
          • Contributors would choose which Charity they would like to support with their portion of excess contributions.
          • The site would forward tax receipts and reports to Candidate Official Agents to reduce their workload.

• Charities should mobilize the Press, Radio and Television to inform the public.

• Candidates should have a link to the contribution site on their info-site, and promote the potential at opportune times.

To maximize the funding pool for charitable organizations during the election period in the fall of 2011:

Maximize Revenue:

Acclaimed candidates who would be excellent collection points for these funds.
They have no expenses so all contributed funds can be donated.

Reduce Expenditures:

Candidates should continue to limit their election spending per historical norms.


Volunteer labour or property produced by volunteer labour not normally charged for is not a contribution.
Therefore:


• Candidates should maximize their volunteer labour force, and


• Charities should mobilize volunteers to assist candidates.
